It could be a problem with your data port, usually port 20 if FTP is running on port 21. Do you have windows firewall enabled? a router between the 2 points, a third party firewall? Check Cerberus FTP configrations, you will find the port range specified. Due to the nature of PASV operations, a random port within the PASV range will be used instead of the "CMD port -1". I see your point .... You may have to try a single access without restrictions on an "honor" basis, notify people the maximum they should download at any one given time, and watch it over time.

I cant think of any other solution

Its not a good implementation from a security standpoint. It would be best to allocate individual accounts to different people and restrict the number of connections on the basis of the account.

I'm not too sure, but if you use packet sniffing software, you can determine if the password is plaintext or encrypted.

Im assuming you have forwarded the neccessary ports from your router. You also need to ensure that (port -1) is also forwarded.

Example:
port 21 = cmd port
port 20 = data port

2 ports here are needed

That sounds like your router, enabling port forwarding for ports 20,21 should enable active ftp to work, but PASV will require additional ports to be added.
