Can't kill stalled upload

I have a colleague who is uploading large files (typically 50MB to 120MB) to my server. He is on a slow a dodgy connection in remote Australia, so it quite often fails. When he retries, he is blocked because the failed session is still there and the file is locked, but when I try to kill the user session that is stalled, I cannot, and eventually I stop and restart the server.

The server is running as a service, if this makes a difference, and is the current beta.

If his client supports it, can Cerberus FTP resume uploads?

Edit: I see elsewhere in the forum that upload resume is supported. Also another recent report of being unable to kill sessions.

If a connection cant be terminated via the program itself I recommend TCPview2.4 from http://www.sysinternals.com. That program is excellent in showing what ports are reallly opened by active programs. That way it's more easily to do research when having problems. It can also terminate active sessions and applications.You can also see the properties of active programs and applications.
