Folder permissions to allow ftp access only?

Not strictly a firewall question, but still a security one: Is it possible to set permissions on a Vista folder, such that direct users on the PC can't read it, but connections from the internet via FTP can?

You could probably give a folder LOCAL_SYSTEM access only and run Cerberus as a service (where it would have LOCAL_SYSTEM access). I've never tried it but I think that would do the trick.
